[@alexfangtalon] I would say directing is more of a concentration/specialization than an actual minor or major. For example, I'm a Classical Civilizations minor, but while its unstated, I specialize in Roman studies rather than Classical Civ as a whole. 

So, in short they'd be a Film minor because they have to understand film making as a whole rather than just directing techniques.
