Whether or not I'm cleared to start writing, I took the liberty of jotting some questions down that might be useful to you all. I apologize in advance if this is a bit, ah, overwhelming, but I think these are some fairly important things to consider before jumping straight into a setting like this.

1. To what extent are Pokemon capable of cross-species communication? You mentioned considering the idea of a device that would let humans understand them (if it comes down to a vote, I'd actually rather this not be a thing), but beyond that, how well can they "talk" to each other outside of obvious like species (ie: two kinds of canine)?
2. What's the stance on Ghost Pokemon as a whole? For instance, can they actually become intangible at will and disregard physical barriers? Does the Regime have a means to contain or control them?
3. What are Psychic Pokemon capable of? Can they actually read minds, communicate via telepathy, and so on?
4. Are Dark types actually immune to the influence of Psychic Pokemon? If other Pokemon can be detected psychically, are Dark types vulnerable to the same forms of detection?
5. Is Pokemon battling still a competitive, likely sponsored, sport?
6. How does the resistance communicate with its members? Is there any command structure at all, or is it more of a shared ideal than a true faction?
7. What qualifies a civilian for ownership of a Pokemon? How common a sight are they in the care of regular people? (My assumption here is that only relatively harmless Pokemon could ever be legally owned without special rights granted to VIPs in need of protection, soldiers in the armed forces, etc, but can a Growlithe be an ordinary person's pet with the right permits, for example?)
8. Given that this is a draconian regime, what's your everyday police officer equipped with?
9. On a similar note, has the country's transformation into a dictatorship and the subsequent loss of personal freedom and privacy associated with that had any impact on criminal organizations or particular forms of crime? Just as examples, smuggling (and of what?), drug trafficking, or extortion rackets.
10. Under the assumption that Pokemon exist in place of real-life animals, am I correct in assuming that animal products such as meat, fat, and leather still exist in the setting and are provided by butchering (relatively unintelligent) Pokemon? Furthermore, and disregarding how cruel the Regime's policies may be in this regard, is the fundamental act of butchering animals for these products tolerated in-universe and among the rebels in particular? This one's kind of a big deal for anyone thinking to have a carnivorous Pokemon as a partner.

Sorry again if that's a lot to consider all at once.

I also wondered if I could have a second Pokemon? I know you said usually just one, but up to three. I really wanted to have Cubone and another..If that was okay. I didn't put it originally cause I didn't want to cross boundaries being a freshly joined member in the rp.@DarthSeverus394

Background: The Regime was all Conrad knew, and all he had ever cared for. Reciting the mantras of the regime was easy when the totalitarian world he lived in offered them comfort, safety, and security. Of course, the Grimm family had been relatively well off in the entire swing of the corruption taking over. There was always money to be made in the military-industrial-political complex, and three generations ago, Conrad Grimm Senior, the great grandfather, had made a name for the Grimm family by serving on the mercenary forces the Regime used to enforce their visions of the future. As such the Grimm family, of German descent, was traditionally interred into the military and law enforcement part of the Regime. Conrad was no different and was under the shadow of is great grandfather to succeed.

But after the pressure and stress, Conrad had decided to desert after the blood on his hands fed the conscience he had. He was part of the Shadow Division, a part of the regime which specialized in tracking down Rebel operatives and terminating them under the orders of the Regime's higher commands. The first execution he had covered his eyes before pulling the metaphorical trigger, because his assigned weapon was no firearm but rather a pokemon, a tool for his office. But the second execution he had witnessed the effects of taking his squad's signature move to eradicate the rebel scum: Shadowball. The third hunt he could not bring himself to kill again, and stood down, reporting in the kill to his team but letting the rebel go, changed in his view of that which had provided for them at the expense of freedom and their lives. Though his houdour was the tool they provided him, he was the tool he provided them.

He had now deserted, wandering from place to place in his old uniform getting shabby and using the very skills he learned to avoid capture from his former team members. That being said, it would only be a matter of time to be captured if he continued this way, as an internal affair he was fortunate enough not to have his face plastered everywhere and wanted on known channels for on the record, he was still within the Regime's ranks despite having access and clearances stripped away. Perhaps it was not to embarrass the family name. Or to outcast him from joining the rebels.

Pokemon: Houndour, currently un-nicknamed

Pokemon Background: An issued pokemon for the Regime, Houndour was presented to Conrad shortly after graduating from the training academy. Once a pokemon captured and contained within the confines of a black premier ball reserved for the Regime's shadow division. It's relationship has been one of master and servant with Conrad, although he has recently begun to see his tool as more of a partner. Sometimes confusing the trained pokemon as to why it was let out of its pokeball when there was clearly no other pokemon the hunt down or trainer to bring to justice. That being said, Houndour is well trained to obey Conrad, despite the lack of bond or connection between them.

@fer1323 You can have whatever pokemon you want within the guidelines I made. Up to 3rd gen (ruby and sapphire) and no legendaries. Both arcanine and alakazam are okay to use. My character has a Growlithe currently, that will evolve into an Arcanine some time later. We already have two people with the same pokemon (Evee) so I would urge you to pick something else. Theres hundreds after all.

@Shiny Keldeo Legendaries are not allowed. You cannot capture them. If you would like to play one in the RP you could, but the idea here is that legendaries are rarely going to be seen much less roused. They dont make the world turn like they do in the games (literally they do) but theyre extremely powerful. It takes huge prisons staffed with hundreds 24/7 to contain and monitor them. If you played a legendary, you would not be very involved. On top of that, im planning on leaving control of legendaries to me because of their power. Were already filling up with characters now and im cutting it off so id say follow the guidelines posted.

@TheIrishJJ Accepted. Post in CS and IC when youre ready!

@Overlord24 Yes there will be. Im waiting to get all CS's in first. Looks like everyone here wants to be Rebel side so I will roll a few Regime antagonists as well as control legendaries should the need arise.

As stated pokeballs are hard to come by. Rebel agents scrap and scrounge for anything we can get when it comes to pokemon. Generally a Rebel agent stays mobile, always running from the Regime. We tend to have one pokemon because of practicality, ease of travel, and to reduce resource intake (food, water, etc.) Two is fine, just make sure youre original and be aware that you would be a rare case to have two.

@DarthSeverus394 I unfortunately would not have the time to CoGm, however thank you for the offer. But I'd certainly offer my opinions on anything if you'd like me to but certainly anyone could do this right?

Also I'll be posting in a few once I get a good idea of where everyone (in New York it's a big city) is and if we do a classic "everyone suddenly bumps into each other" or have like several groups doing their own things concurrently. I'd probably have Conrad meet Brynn or Chris after the intro post since currently Conrad can be situated anywhere.

Perhaps she could catch one? using a Pokeball from one of the Regimes goons? Or take one from the Regime?

Pokemon are able to communicate with other pokemon fully, just like the tv show. Ghost pokemon are going to be tastefully edited. Meaning your ghost pokemon can use attacks such as Faint Attack and such and become immune to CERTAIN attacks while in this state, but they cannot hold this state forever, as it would require energy. Use common sense. Psychic pokemon again will require tasteful editing. Seeing a trend here? They can assault minds and what not and use psychic attacks, but to have the free will to just enter peoples minds and read them as they please would be a skill I reserve for Mew or Mewtwo, assuming they come into play. LEGENDARIES ARE NOT THE POINT OF THIS RP, SO DONT FOCUS ON THEM TOO MUCH. Dark types, common sense to edit them. I would say resistant to psychic attacks but for the sake of the RP and peoples free choice on pokemon, ill go out on a limb and say theres no real immunities in the roleplay, just resistances. Pokemon battling is more a means of survival now. Gyms exist but are regulated by the Regime. If you go into a gym and defeat the leader there, odds are the Regime will be there or there shortly after to confiscate your pokemon and use it for themselves. REBEL WORKINGS: There is no true leadership as of now. It is more of a shared ideal of resistance. This can easily change however if I receive feedback wanting it. I was thinking that it is more like known safehouses spread throughout the country. Like the Underground Railroad, safehouses from the game The Division, or situations similar to Jewish people hiding from Nazis during WW2. The Rebellion does have numbers though. There is some communication through members who know each other. True there is no real leadership or headquarters, but we are still effective at disrupting the Regime thanks to our power. In general, we have our pokemon as partners and there is a bond. Our pokemon are stronger than theirs. Their pokemon are essentially bred into a life of captivity and obedience. That is why they travel in numbers, our bond with our pokemon make them stronger since they are being properly raised. Even as a civilian, you are allowed pokemon, assuming youre a known and registered supporter of the Regime. If your pokemon is deemed too rare or strong, it will be taken. So it is not rare to civilians with pokemon. If you want true freedom with them however, you would need to pick a side. The everyday police officer would be equipped with their pokemon and other utilities, i.e. handcuffs. Im choosing to forgo the use/existence of firearms in order to keep us focused on the RP and not give it too many facets or layers. "I had an Oddish until a police officer blew its head off with a 12 guage". My thoughts though are that there are some variety to what they carry. Normal officers you can expect to see Rattata, Pidgey, Bug Pokemon, really anything that isnt too rare and that can be caught and reproduced easily including their evolved states. You wont see 50 police officers all with a Growlithe. More advanced units sent to kill or capture Rebel agents will be better trained with better pokemon. I.e. Poliwhirl, Cyndaquil, Treeko. Any other crimes before the Regime are still present, and the Regime may even control some. Smuggling goods and such. Somebody gets murdered in the streets is still a fairly rare occurence, but depending on who it is that dies will determine punishment. You killed a Rebel in cold blood? Good job. Heres a reward. You killed a normal Regime supporting civilian? Due process. Pokemon eat pokemon food. Again this is purely because you all are coming to me with questions beyond what I even thought about. Pokemon arent carnivores in this RP and any resources from animals will come from the actual animals. You get milk from a cow, not a Miltank. Pokemon dont replace animals, they just exist as well. @Ganelon

Also, I need feedback. I saw one of the characters was a former Regime scientist. Should we have them be the creator of a human-to-pokemon communication device or should we keep it like the tv show, being that pokemon are sentient and talk using their names as words and if you spend enough time with them you will eventually understand them to an extent. Please PM me your vote. Ive already concluded all pokemon are sentient beings in some way. Magikarp arent the brightest, but theyre not going to jump to their death into a pool of acid. All pokemon have common sense, many with more than that.

Side note in IC. NYC is a major city and port controlled by the Regime. My character has heard rumors of heavy activity on both sides and is planning on sneaking onto Manhattan island, which wont be easy. This isnt a full frontal attack. Also, please read IC posts and pay attention. I.e. somebody use their introductory scene to jump in to Overlord's characters first scene of him fighting Regime officers.

Since everyone chose Rebel ill be controlling certain Regime antagonists of note, and perhaps even making CS for them if I like them enough or you all would like me to. Ill also control legendaries.

Hopefully I will post again today, if not tomorrow. Lots of errands and things going on as I prepare to move into a new house. Two days would be the max, and I dont think that will happen. I am active, dont worry about me leaving.

@The Grey Dust I would prefer to have some variety as far as how we all meet. Whimsley has started his character right next to mine and we will meet right off the bat it seems. Also, Tattooed girl is free to attain her second pokemon however she would like as long as it makes sense. It wont be too difficult to explain.

Also egg moves, as my pokemon was the offspring of trainer's pokemon, so it might have one.
