Actually, that brings up a good point: if the Librarians of the Sons of the Storm are basically their leadership, does that mean that the Legion specifically picks psykers to convert into Marines for the purposes of leadership? Because no normal human soul is going to end up becoming a psyker without some special method of conversion, even if the human's body has been modified with gene-seed organs.
