Let me just clarify: there isn't any realistic way for [i]the Imperium[/i] to deliberately turn normal humans into psykers, and even if they could, doing so could well be a death sentence for the altered human in question, who has literally no context for control of the ability at that stage, and possibly the planet they're on as a result. And yes, I believe the Grey Knights do draw recruits from the Black Ships, though they also don't exist as of the end of the Great Crusade in canon.
