Ok, here's my idea. First thing first. We should add a limit on skills. The higher Lv you are, the more skills you have. In order to do this, we need a level limit. So, let's say 100. 

Now, how many skills should we have? 

Then we need to discuss quests and events. 

We should also go through everyone's skills and make sure they are not OP and are suited for their current level, which is 1.
