I've never done either voting or deciding on who wins before hand, but I can't think of any problems at the top of my head I'd have with either.   So I'm good with both suggestions.

Since we're going to be voting on the captains are we still good with the really basic CS skeleton, or.....? 

Question(Also kind of a suggestion too): Are there posting requirements?  I'm currently involved in another rp, and there's this rule the GM put that I like a lot.  Basically, someone has 7 days to post or their character gets killed off and a replacement is recruited.  It's not an iron rule like if someone can't post for a legitimate reason and they let one of the GMs know before the time limit, something will be worked out.
