[@Raineh Daze][@malmshodes] My rule on inactivity certainly wont be as harsh as culling people if they hold up a fight for a while. Also I would think that anyone whom wants to stay in the RP but will be inactive for a while would definitely voice themselves, if that happens and they are involved in a current scene then I'd simply ask either A: Can people wait for their return (Depending on how long they will be gone) Or B: if they would be alright with their character exiting current events till they return. 
There will be no instant character kill offs, people will have more than ample chance to explain/recoup from absences.
