[@MissCapnCrunch] If you introduce a mother for the (first) victim, you're going to need a witness/family member for everyone who dies.

Also I vote no for the eating part of the victim thing. It's not likely that he went straight from "common person with no crimes committed" to "psychopathic murder machine." Surely he had at least one infraction before, which puts him in the database.
