Why wouldn't you expect people to jump to a position that by the game's rules makes them more powerful than if they took a lower spot? There's no real reason why players wouldn't want to play a captain beyond some sort of specific personal preference as far as characterization goes or wanting to be part of a specific squad where the slot is already taken.

Actually I quite like being Lieutenants and I was just going to go and have a Veteran captain for the first time XD But now that I'm talking with Phobos I might just go back to using a lieutenant as per the usual haha. Which that would also help keep things handled easily so yeah!
