I've seen this issue come up in Gotham games. I think maybe it helps to have a list to browse, if not to choose from, than to inspire an OC or even another canon. Not all of these are even heroes; but you're not limited to heroes. And some of these are more 'walking the line' (between good and evil) types than actually heroes or villains, anyway.
