For me, a lot of it comes down to civilization theme. If you know sprinklings of other languages or if you study history at various eras, you can get a LOT of inspiration. Potentate is one I like a lot for my warrior race of lizard people (Ila bless Zaqir); it works well for a republic if that republic has dictatorship-like leanings. Chairman/Chairwoman is always good. I'm using Exemplar here because the Exemplar is literally meant to exemplify the will of the people. If you like an inkling of monarchy, then "Prince" works for a trade republic. And don't forget that Rome - which was a republic - had an Emperor at its head. And really, you can always make something that isn't normally leadership related and turn it into a title. The new Master of Orion game uses fairly unique names for its rulers: Controller, Khan, Skylord (for a theocratic avian dictatorship), Hierarch, Hindmost (They really are playing the Darloks differently than I expected), and the Keystone are the ones that stand out most.
For the Xim, I'm going for a dictatorship where the leader was genetically engineered for that role, then raised and educated to be a leader, and had their personality shaped (through a process I'll describe in the NS) to be the perfect leader. This person has nearly absolute control, and the people have absolute faith in their leader's abilities. It would even be considered unscientific to question the leader's power, as they are literally designed, breed, born, and shaped for that role. I'm unable to decide a name, however. "Xim-Speaker" might be a good one, or maybe "Conjoiner".
