[@Roosan] Technically in most continuities S.H.I.E.L.D has the right, thanks to treaties, to work on foreign soil. Though of course there are some exceptions in countries that don't allow S.H.I.E.L.D to operate within their borders, such as Barbuda, Boca Caliente, Latveria and for some reason, Malta.

But then again, they sometimes break these rules and other rules to do what needs to be done, you are correct. I just wanted to point this out encase rather than choosing WTL you felt obligated.
