Making a yeti or Sasquatch for an enemy would be fine, but giving them a machine capable of freezing an entire city is too much. Idk where the evil monarch archetype came from either lol

You can make minor villains who don't need a character sheet to face your hero. The only ones who need a CS are the ones who will be added to the sandbox.
