Idk my issue is he hates the government after what happened to his kind, and he innately now wishes for utter anarchy and chaos, he is also sympathetic with other witches. He's definitely not perfect and will kill or kidnap witches without hesitation if he's desperate, but the government part may be a stretch. If he is going to be an antagonist, id prefer him being a more of a side villain that is reasonable to converse with and doesn't do evil for the sake of evil, let alone enjoying the evil he does.
