[@Skylar] the Empire is cuurrently Largely Fluid aside from a few things from my rolls for the Graven Brothers

All worlds in the Empire are under their Iron Fist, they are the overlords and all work and such is dictated by them.

In addition, the Empire has experienced quite a long time of peace(several hundred years) even underneath the oppresive, if positive, rule of the Graven Brothers, some worlds may even worship them.

Within those rules, anything is allowed for the Empire
