I'm pretty sure Hylian is basically like saying European. All the aame race, different nationality. I'd say everyone has some magical capacity, other races or individuals more than others. Magic seems to be super powerful too, only seen to be used by powerful characters like Veran. Unfortunately there are few examples of common use of magic, so much needs to be up to imagination, however I think magic will be a precious resource for characters with magic, it's powerful, but must be used with precision, or with meaning.
