It's something that can be learned with careful study and guidance (which is why the human mage we see like Maple have mastera, like Syrup), but it will never be anything more than a minor power unless you're taught very well and you work it at for a while, or else you have something else to augment it, like magic rings or the Fire Rod, or a gift from something else magical, like the Great Fairies giving Link spells and magic power in Ocarina of Time.
