The second level of irony is that she doesn't even understand what they mean by the Naural Order, which is probably for the better. The elementals don't follow the Natural Order as some sort of dogma or ideology; rather, their will [i]is[/i] the Natural Order and it's like their claim to Divine Mandate. They represent nature and so derive their authority from themselves just like Zephyrion does when he tells everyone that he's the Supreme Being.

Basically, as forces of nature itself they'll do whatever they want and justify it as being part of nature's decree.
