I was going to have his powers of both light and dark enhance his performance a little. I mean, he usually can't run that fast, but in either forms he can run that fast. If you want me to make him slightly slower, I can go 25 mph or the lowest being 20 if you want. 

And yes, I was thinking of the light/dark balls being as powerful as you suggested. I'll add them in and post it in the CS.
