[@Evil Snowman] No, it is not assumed. I listed that capability as an example because most mages of an elemental variety could perform that feat if they trained to do so. Not all types of Arcane Mages will be able to do that, but those who are elemental (such as water) could do so. I'm not sure how I'd rank the difficulty of that, but it wouldn't be so easy to assume they could but not so difficult as to expect tons and tons of training to achieve.
