I reread Nyx's instructions and I can see where you might draw that conclusion. What I meant though was that security was to be increased greatly. There are a number of legal reasons for a fae of a different court to be in Spring. Certain bounty hunters might have licenses. Some traveling merchants and of course the rare people like Raven who can move free. These people would still be allowed through. Nyx wanted to make it clear to Wild fae and others seeking to cross the border that just cause he was gone did not mean that it would be easier to slip past the border guard. Essentially he ordered security tripled at fae customs.
