As [@RyoRyoRyoken] said, Xerxes and Jackal should have been in prison for some time. (Make a new one in East Blue). Have Golden Fleece and Red Hoods attempt to break them out for some reason, maybe Xerxes gives them something.... OR Marxo tricks them into going to the prison and have to fight their way out after inadvertently saving J and X. Thats the jist of it.
