Uh. This is a tad on the low side. Say I want an even spread, that'd be 4/4/4/4/4/4/4. That's below average on [u][i]all 7[/i][/u]. The games usually give you 40 points, with 7 of those being the minimum of 1 in every stat. I don't think it'd need to go that far, but having at least 35 or maybe a little higher would be nice so we could have an even spread. You'd have to gimp yourself just to be average at something.
