They also claim that he wears a red hooded sweatshirt with some kind of lightning bolt emblem sprayed onto its chest. They also report knee-pads over jeans, thick work-boots, and a shoulder-slung backpack. Witnesses are unable to confirm details about his face, due to a combination of a hood, tinted work-goggles, and a black bandana concealing his lower face. Modus Operandi: Witnesses accounts confirm that the vigilante in question uses a baseball bat for close-range engagements and a taser for victims at medium range. Victims at his crime scenes are found both injured and in critical condition or dead, with no pattern between the two. Injuries sustained are of repeated blunt force trauma and electrocution. Survivors report that the bat 'Arc' uses is wrapped in some kind of wire that sends an electric charge when it comes into contact with bare skin. Evidence of electrical burns on both kinds of victims and empty batteries found at crime scenes seem to confirm this report.
