[hider=CPD Dossier: Flare] [b]Alias:[/b] Flare [b]Eyewitness Description:[/b] The word scrawny has been uttered more than once in descriptions of Flare, alongside quick, flexible, silent, and much shorter than you'd expect. Flare is completely covered in black clothes from head to toe, and wears a tinted airsoft helmet to cover their face and a tactical vest to carry their gear. [b]Modus Operandi:[/b] Flare is a relatively newer vigilante, appearing only within the last few months. Flare tends to target lone, typically non-violent criminals—purse snatchers, carjackers, burglars, stalkers, and dealers. CCTV footage shows that Flare tends to apprehend their victims by using parkour to ambush them from above or to lie in wait and strike quickly from the shadows. Although tiny, the element of surprise alongside an arsenal of less-than-lethal devices allows them to bring down larger targets. At first, most of the criminals suffered little more than bruises on their wrists and irritated eyes from pepper spray, and a few surveillance cameras reveal some criminals escaping from Flare’s binds after they have left the scene. It is worth mentioning that in the last month both Flare’s activity and brutality has increased significantly—as well as their efficiency. Notably, they have taken to hamstringing criminals they apprehend, yet they do take the time to tie a makeshift tourniquet to prevent bleeding out before medics arrive. To date, no criminal confirmed to be “brought to justice” by Flare has died, although there are a few more recent ones that are in critical condition. Flare’s name comes from their tendency to announce their act of vigilantism by firing a flare gun into the air, signalling to neighborhood watches and police that they have caught a criminal. Likewise, they tend to leave a note for the police detailing their victim’s transgression, and will often upload their image and information about the crime to social media in case an arrest is not made. [b]Known Weapons/ Equipment:[/b] To date, Flare has used the following to disable criminals: a Mace pepper spray gun, a Taser, a Maglite flashlight, and a switchblade. They use wrist ties, alongside their aforementioned act of hamstringing, to keep victims from moving. They use a digital camera to take photos of criminals, and a flare gun to notify the authorities. It is assumed that they have a handheld police scanner, and possibly use a bike to get around the city quickly. [b]Territory:[/b] Flare is usually seen in Armour Square, largely centered around Chinatown. However, lately they have seemed to begun to move south along the Red Line into more dangerous territories, namely Englewood. [/hider]
