Okay because water clone seems similar to it and it's listed as a C rank technique but I will change it to B. Also his Eyes of The Devil techniques do take up a lot of chakra and have some nasty side effects. Every technique has a way of being countered, hell if you're a water user then you can counter most of his jutsus
