[@Flynn] The church did head counts, since back in those days everyone was registered with the church. 

EDIT: I forgot to mention that therefore headcounts were very accurate because atheism wasn't a thing.

The problem was when people moved around. :/ And given we're in an empire, people are moving around all the time.
