The ornaments on the ends of the chains –facsimiles of his head- have a remarkable capacity for hooking onto clothing or the chain itself, making it very easy for them to grab opponents
Birdie almost always has an array of food stashed away on his person, most often donuts, soft drinks, cans of beer, or bananas. He also makes sure to have a spicy red pepper on him at all times, for emergencies.
Abilities:

Massive size -6'8”, 507 lbs (230 kg)- and strength make him very tough to fight head-on and even tougher to topple. He is adept at brute-force brawling, and retains some skill from his wrestling career.
When angry, excited, or both, Birdie gets overheated, making him faster and allowing him to take some hits without even flinching. Eating spicy peppers can put him into this state for an extended time.
Birdie has a talent for finding food and a creativity in storing it on his person; to an observer, it might seem like he can produce drinks and snacks from nowhere.
Weaknesses and Limitations: Birdie's size makes him slow and easy to dodge for fast-moving enemies. His technique is not very developed, focusing on whatever hurts the most rather than efficiency, elegance, or precision. In terms of mental shortcomings, he is dim-witted, easy to provoke, somewhat lazy, and definitely brash. Personality: Violent, short-tempered, dim-witted, and generally unkind to those around him, Birdie is a rude, crass brute. That said, he has a companionable nature, will do his best to repay any debts, and is very appreciative of kindness done to him, particularly food. He is an unabashed glutton, though he enjoys eating and drinking more with others, preferably not of an uptight nature. Though never possessed of a habit to mince words or dispense niceties, he is not wantonly aggressive to others. Birdie's not the kind of man to make friends easily, but he does treasure friendships he does manage to achieve. He's got a pronounced sense of humor and an emotive nature, and while he hates being looked down on in any regard he's perfectly willing to help friends out despite a general tinge of laziness. Along with food, alcohol, making money, and his own unique style, he loves to fight, and considers the kind of friend to take a punch and give one right back to be the best kind. He's got a problem with authority, and few scruples when it comes to breaking the law, but he doesn't get a rise out of committing crimes. All in all, Birdie epitomizes brutish vivacity—he lives life the way he wants, and holds nothing back. Backstory: Birdie first gained renown as a professional heavyweight wrestler, teaming with occasional rival Titanic Tim  as the "500 Million Trillion Powers". He turned to a life of crime when his wrestling career ended, doing some street fighting on the side to add to his income, as well as nightclub bouncing. About the time he developed a serious case of vitiligo, his notoriety earned him an invitation to the first World Warrior tournament, where he threw his weight around to great effect but was eliminated by the Japanese martial artist Ryu. Falling deeper into a life of crime, he eventually discovered the secret organization Shadaloo, and, tracking down their leader, M. Bison, demonstrated his fighting skills in order to join them. Bison only consented, however, because he wanted a test subject, and he used Birdie to perform painful and demeaning experiments. Birdie resolved to get even, Sneaking into a Shadaloo data room, he learned about the Psycho Drive machine, not aware that M. Bison was watching him. Thinking he could use it to overthrow Bison and become lord of Shadaloo himself, he set out to find it. Bison sent the boxer Balrog to kill Birdie, but Birdie convinced Balrog to help him instead by telling him how the Psycho Drive could make them powerful. Hindered by Balrog's incompetence, however, Birdie ultimately failed to find the Drive. Shortly after, he quit Shadaloo, provoked by the insistence of one of its leaders, F.A.N.G., that he destroy his signature hairdo and wear a standard-issue hat instead. After narrowly avoiding Chun-Li, he encountered the heiress Karin Kanzuki at her estate, where the two engaged in battle. After impressing her with his fighting skill, he revealed -in the course of a huge, scrumptious meal- of his recent activities, and Karin offered to let him stay. She reasoned that maintaining the loyalty of Birdie, whose abandonment proved the poor leadership of Shadaloo, would prove herself to be a consummate leader. After learning that this meant free and unlimited food whenever he wanted, Birdie accepted, and when not freeloading at the Kanzuki estate he can be found working for the family at whatever tasks they might appoint for him. Very rare studies about it have shown that it has an organic nature, without being able to say more about it. The first manufacture was done so long ago no one can remember, the Secreta Secretorum is the Forge's main client for this weapon. This shotgun has, without a doubt, and incredible fire power and a destructive efficiency. It was very appreciated by all kinds of security forces during its time. The Depezador also found its clients in criminal groups as well as in assault forces. Currently, it has been used by federal forces and also by E.Y.E. After a few minutes, it proceeds to inject him with powerful combat stimulants, getting him on his feet seemingly good as new. - He is capable of impressive psi powers, such as picking up a bus and throwing it with his mind.
Alchemy This venerable occult technique transforms every weapon or ammunition box you target on the ground into energy replenishing your health. Invocation This demonic PSI technique makes your enemy explode and creates a Carnophage appear where he died. Your PSI attribute decreases your target's resistance and determines the Carnophage's level. The creature will attack anything nearby, including the caster. Madness This sly technique makes your target become crazy and attack nearby allies. Your PSI attribute decreases the target's resistance and increases the madness duration. The target will remain under this influence until killed either by you or their allies. If there are no allies for them to attack, they will attack you. In order to use this power you must have the aiming reticule on the target's body, if it isn't, energy will still be consumed and nothing will happen. Polycloning This weird technique creates several clones of you whose equipment, numbers and resistance depends on your PSI attribute. In Feros' case, it creates 5-6 clones that can take one or two hits, and carry submachine guns.
- Given 10 seconds, his armor can automatically 'fix' damage such as crippled limbs and madness. This is known as maintenance.
Weaknesses and Limitations
- While most PSI powers can be used to change the tide of a battle, all of them will occasionally have malicious side-effects that can be dangerous, if not fatal, for the caster. These include randomly losing a chunk of health upon casting, being flung at high-speeds in a random direction (including up, most often at fatal heights) and madness. - He is incredibly unstable, capable of falling to everything from paranoia to vivid hallucinations.
- Paranoia: Feros attacks both allies and enemies. - Inhibition: Feros can't attack. - Paralyzing Terror: Feros is unable to move. - Visual Hallucinations: Feros sees constant explosions that are not actually happening and visions of dead characters. - Auditory Hallucinations: Feros hears voices and sounds that don't exist.
- His maintenance option takes precious time to do its job, in a setting where any wasted time equals death more often than not. It's also a patchwork job, working only to keep the user going in combat. It does cure madnesses in their entirety, however. - He can be hacked and controlled. He is part machine, if not mostly or near entirely machine. You're not hacking his armor. You're hacking the cybernetic part of his brain. You're essentially hacking HIM. In the game, this can be done at any time given that hacking equipment is built into your character's armor, while presumably others could do it with a laptop of sufficient power and hacking of sufficient skill. In the mean time while being under a hack where he can't control himself, he can launch a counterhack to regain control. - The resurrectors can only be used once every 24 hours.
Personality
To put it straight, he is an asshole. He cannot hold a conversation for his life. A relatively civil response from him involves exclaiming his intent to murder you and then burn down your entire home, before proceeding to fuck your dog. He is not a nice person. His goals vary wildly, though mostly they are based on being given orders.
Backstory
During the first incident with the Metastreumonic-force in the Elato forest, the Federation called Secreta Secretorum to take care of this issue. For the Federation, this new force was the same one which had been so destructive during the disastrous report of the Croon incident, but very quickly Secreta Secretorum proved that this Force hadn't any resemblance with the one that the Federation so dreaded. As soon as Secreta Secretorum was in place, the mysterious Force that Secreta Secretorum called the "Metastreumomic" will sent a messenger. This messenger was captured, studied and killed. In the official report, the creature attacked first using its messenger status to surprise the Secreta Secretorum's members. Then Secreta and the Federation army jointly launched a raid into the forest to purify it. But the raid was a failure, no one survived and the zone was declared forbidden. Soon later Secreta Secretorum introduced the E.Y.E project to create an army of warrior monks, with one major specification; the messenger's DNA was used to create a legion of 1100 soldiers. Each member of E.Y.E was also cybernetic with next-generation technology. The first aim of E.Y.E was to avert all actions of the metastreumomic will. To reach this goal, E.Y.E, along with elite soldiers of the army, launched a new raid to pacify the forest that met with rapid success. Several years later after the seven-years war against the Metastreumonic-force that decimated 70% of humanity, Secreta Secretorum, taking full account of the Federation's coercive measures, decides to attempt a coup d'état. E.Y.E troops stand at the ready, rallied to win by desperation to get out from under federal rule. It's in this chaos that the creatures of the metastreumomic will reappear, launching fast and devastating attacks over all of the Federation, including New Eden. The Federation hardened the laws prohibiting access to high-end war equipment such as the energy weapons. The whole market is in shortage. Secreta Secretorum launches its own research programs to counter it. E.Y.E is in its worst possible position. Officially, the structure no longer exists. Covertly, it takes actions through Secreta Secretorum to fight the Metastreumonic force, but the enemies of the group as well. E.Y.E is still divided into two groups, Culter Dei and Jian Shang Di which with time, become rivals and hostile one towards each other. The equipment difficulties that both groups share are undoubtedly not foreign to these tensions. By the Year 15 (2395 in the old era), the invasion by the Metastreumonic force increases each day, and the war against the Federation ravages whole worlds every second. Feros' place in this is during the present day of the timeline. He is inflicted with amnesia after attempting to kill a member of the Jian Shang Di, and as a result came back with no knowledge of what happened before. There are two main people he interacts with; Mentor, and Rimanah. Mentor is attempting to bring peace between the two factions while Rimanah is attempting to kill the Jian Shang Di and leave the Culter Dei as the only faction in EYE. Supposedly, Feros was part of a special task force set up by Rimanah to kill Jian Shang Di members and sabotage their operations. He also apparently did his job with vigor and duty. However, he's proven more apprehensive after his amnesia and is leaning towards the side of Mentor. This has lead him throughout the story all the way back to the temple, where when the glitch happened he had begun his fight with Rimanah in the artifact room, after shooting his way through both Rimanah's pillars, or strongest Culter Dei members, and the various lesser members of EYE. Their colors can be red, blue or yellow. They have a vaguely humanoid head with four fully-grown arms (the two on the top having orange glowing scars and can create fireballs) and two tiny arms around the stomach. They are not very resistant to damage but are very fast and will attempt to rush and overwhelm their prey. At melee range, they are very dangerous, so it's better to kill them from a distance or kill them quickly with a melee weapon. They can also throw fireballs as a ranged attack with their two top arms which cause damage and can knock over turrets. Carnophage The Carnophage is a werewolf-like creature that first appears when defending a gate in the Forgotten Center. Talking to Orionos reveals that the Carnophage may be able to regenerate its health if it's not killed quickly. Those who have obtained the Invocation Action and have a high PSI Force level can make a Carnophage spawn inside of an enemy, making them explode. The Carnophage will instantly attack its enemies, including the player. Because of this the best way to kill them is to use a sword (charged Damocles recommended) and time the swing so that it kills the monster on its way towards you. Another way is to use a rapid fire gun and just spray bullets everywhere in an attempt to kill it. Synicle The Synicles are creatures of the Metastreumonic-force. They aren't real humans, but instead they are creatures trying to confuse their foes psychologically. In Secreta HQ, you can hear about the story of an unknown commander's woman that somehow escaped from him and was hiding underground. The commander found her later, and he ordered for her to be tortured and have her eyes gouged out for betrayal. The story says that this has changed the commander and he was never the same as before. Like the story says, the Metastreumonic-force liked this story and created one of their own creatures on the base design of the described commanders woman. Deus Ex The Deus Ex stands roughly 4 stories tall, if not more. It has brown skin, a demon head, a cybernetic left leg, a cybernetic right hand, an arm-mounted rocket launcher in place of its left arm and some other cybernetic implants. It is highly durable except for its head, where it can be killed relatively easily with five shots to the head from the TRK A.D, three or four from the 444 Bear killer or a number of shots from the B.O.S.C.O. An effective, yet dangerous, way to kill a Deus Ex is to use a sword to backstab it, which, like it does with every other enemy, will kill it instantly. The name "Deus Ex" is a reference to the latin phrase "Deus Ex Machina", referring to a plot device whereby a seemingly unsolvable problem is suddenly and abruptly solved with the contrived and unexpected intervention of some new event, character, ability, or object. The phrase translates to "God from the Machine", which taken more literally could be an implication of attaining divine levels of power through technology, a central theme to E.Y.E which is perverted and twisted in the form of the Deus Ex.

The name "Deus Ex" is a reference to the latin phrase "Deus Ex Machina", referring to a plot device whereby a seemingly unsolvable problem is suddenly and abruptly solved with the contrived and unexpected intervention of some new event, character, ability, or object. It is a reference to old Greek plays in which the playright in order to conclude the play would have an actor playing one of the Greek gods, usually Zeus or Apollo descend on a scaffolding like apparatus to save the main character recognizing that their faith in the gods had been restored or they had toiled sufficiently to be forgiven for some past transgression. The actor was a literal "God in the Machine" as he was personifying the Greek Gods but had to use machines to simulate the effects. In today's culture it is a storytelling taboo that references when the main character is saved by something completely out of the blue which appears to help them and most often promptly vanishes after doing so. Examples would include:

The fairy queen at the conclusion of the Throne of Glass
Dumbledore's Phoenix at the end of Chamber of Secrets
Earth 1 Superman in Injustice Gods Among Us
Aslan in The Chronicles of Narnia
District 13 at the end of Catching Fire
Some of these are executed quite well others rather hap-hazardously. In any case the quote itself has very little to do with acquiring personal power through technology or otherwise. And that ladies and gentlemen is your run down on Theatre History for the day. Without further ado we will return to the CS evaluation.
- He is capable of impressive psi powers, such as picking up a bus and throwing it with his mind. The telekinesis, the bus would have to be the absolute limit of his capabilities taking good deal of effort to pull off and he would be unable to do smaller more detailed work like disassembling a complex machine. I can live with Alchemy though it would have to be something closer to turning weapons in food or absorbing them as power for his suit. Invocation is little better than teleporting inside a person. It has all of the same problems I brought up in addition it creates a monster that is very difficult to kill, heals itself with time and attacks anyone. The Madness is as far as your description is concerned both unblockable and untreatable. If your character had these powers alone I might be more lenient but on top of these rather insane psychic abilities he also is a cyborg rendering him very very durable and has a boatload of weaponry as well as drugs to bring him back from near death. Some of this has to go. Plain as that, he can't retain all of these abilities for the RP.
How would I make a second character who has no info on them?
修羅刃 -Shuraba-: A living demonic katana, Shuraba's attacks are quick sweeping strikes and jabs which excel against small and agile enemies. With its mix of great attack speed, melee range, sweeping strikes, and extremely powerful Wicked Weaves, Shuraba is very effective in most fights against all types of enemies.
Abilities:

Superhuman Abilities: Bayonetta has superhuman speed and agility, being able to perform numerous acrobatic feats with ease. She also appears to be extremely perceptive, able to evade attacks from all directions through anticipating her enemy movements in battle. She possesses immense superhuman strength and endurance, shown on numerous occasions when she is able to manipulate heavy objects ranging from vehicles to small houses and also spring back up to fight whenever she is hurt.
Bullet Arts: Bayonetta masters the Bullet Arts, a fighting style utilized by the Umbra Witches which uses a combination of melee attacks and gunfire, particularly from guns used on both hands and feet, while wielding her guns, Love Is Blue. It allows her to execute strings of fast paced moves as well as combine them with the use of Wicked Weaves. It also allows her to become efficient at any weapon she happens to come across using the same configuration of hands and feet, explaining Bayonetta's efficiency in being able to execute various attacks with different weapons as well as utilize the Angel Arms she can pick up.
[s]Wicked Weaves: Wicked Weaves are a type of attack that can be executed by powerful Umbra Witches to summon forth Infernal Demons by using their hair as a conduit. Bayonetta's Wicked Weaves usually summon the massive limbs of Madama Butterfly, the demoness she has made a pact with. It also has a more powerful variant named Infernal Weaves that appear when Bayonetta has powered up into Umbran Climax. In addition to using normal Wicked Weaves for every attack, the end of combos cause Infernal Weaves to fully manifest the Infernal Demons for extreme damage in a large area-of-effect.[/s]
[s]Umbran Climax: Umbran Climax is a Technique that allows every attack performed to be powered up and strengthened for a short duration. When used, the witch glows a distinct purple color and Bayonetta's hair becomes long and flowing with a silver chain pattern laced into it. The strength of Bayonetta's attacks are increased as well as her overall range and area-of-effect thanks to the Wicked Weaves which are called forth with every attack. Each combo also ends with an Infernal Weave, an ability that calls forth an Infernal Demon to release an devastating final attack. If she is not at maximum vitality, activating Umbran Climax will slowly regenerate her health for the entire time it is activated. The demons summoned during Umbran Climax are dependent on which weapons are currently equipped and different combinations create different results depending on the combo and whether the weapon is on hands or feet.[/s]
[s]Witch Time: Witch Time is the name of an ancient art used by powerful Umbra Witches, which speeds up their agility and speed, allowing the user to bypass their opponent's defenses and execute combinations of attacks and other feats that would otherwise be impossible. (Unlike the one used in the games, think of it as Flash Step from Bleach).[/s]
[s]Infernal Demons: The Infernal Demons, also known as Infernals, are the supernatural inhabitants of Inferno that can be summoned by the Umbra Witches as part of their role of maintaining the darkness. These demons bestow witches with great power and wisdom and are mainly used to fight and hunt down the angels. However, this power comes at a high price. If a witch does not sacrifice angels every day or she dies/is killed, she is forced to fulfill the contract to the demon she made a pact with and her soul is dragged down to Inferno for the eternity. Bayonetta has many of said demons.[/s]
[s]Beast Within: Beast Within is a series of transformational techniques that Bayonetta can use that allows her to transform into an animal form and unlock mysterious magical powers. This technique is used by both the Umbra Witches and the Lumen Sages. Bayonetta can transform into a panther, a crow, a bat, or a snake.[/s]
Weaknesses and Limitations: Normally, Bayonetta weakness is basically the fact that if she doesn't sacrifice angels every day or she dies/is killed, she is forced to fulfill the contract to the demon she made a pact with and her soul is dragged down to Inferno for the eternity. However, with most of her powers mysteriously disappearing after being transferred to this universe, she is basically mortal for the most part. While her agility, skills, durability, and strength still remain with her, the powers she gained from Inferno and Madama Butterfly is currently unavailable. Despite the demons being gone however, perhaps she can find a way to make a pact with other demons... if they are able to oblique and may eventually find her old demons down the road. Personality: Bayonetta is a character whose approach to her deal with Inferno and her current situation, is one of casual disregard. Often treating her weapons as mere tools to get the job done, save for her favorite set of guns, she appears to enjoy her situation as a way to vent her hidden sadistic nature. She rather enjoys fighting angels and other "holy" opponents in a playful yet brutal manner and she maintains her cool even when up against powerful opponents. Bayonetta tends to operate alone and prefers to do things by herself if going on a mission or adventure, and not get encumbered by other people. However, granted if it happens to be her friend Jeanne or anyone she either knows or considers worthy, she may accept them to work alongside her, granted she "tests" their might and abilities. She can also be construed as somewhat impatient, especially towards the more "talkative type" of enemy. Backstory: Bayonetta is the eponymous main character and protagonist of the Bayonetta series. She is a coquettish and mysterious Umbra Witch, who possesses a remarkable talent for the Bullet Arts and is the bearer of the Left Eye, that oversees the darkness. Bayonetta was born Cereza who was the child of a forbidden romance between the Umbra Witch Rosa and the Lumen Sage Father Balder on December 19th, 1411 at the city of Vigrid. At some point, the Left Eye of the Eyes of the World were placed within Bayonetta for safe keeping by the clan. In her childhood, she used to play with a fellow witch by the name of Jeanne who was later selected to become the heiress of the clan. Thus, the Umbran Elder asked her to select an opponent to which Jeanne chose Bayonetta despite this breaking Umbran law. During their fight, Jeanne was defeated by Bayonetta though afterwards a full scale war erupted between the Umbran Witches and Lumen Sages where the two fought side by side against their enemies. Ultimately, the war was won by the Witches but Humans grew fearful of their power and began massive witch hunts that eliminated the clan that left only Jeanne as well as Bayonetta as its survivors. Jeanne later grew fearful that her clans treasure namely the Left Eye would fall into the hands of the Sages and Laguna which led to hear sealing Bayonetta within a lake for 500 years. She remained in this slumber within the coffin at the bottom of the lake for centuries until March 3rd, 1977, where she was found and later fled to roam the world. This leads to the first game, for after being in the 500 year slumber in a coffin submerged at the bottom of a lake, Bayonetta battled against the angelic hordes of Paradiso in order to discover the truth about her past and what she had forgotten during her sleep. In the sequel, Bayonetta fought to rescue Jeanne, her clan sister who was taken to the realm of Inferno. With the help of Rodin, her demonic weaponsmith and proprietor of The Gates of Hell bar, she is hounded endlessly by hosts of angels along the way, as well as preventing the coming of a new threat, Aesir, the God of Chaos. After these events however, a glitch in the fabric of her universe ultimately pulled her into another universe, this being the universe currently. However, she happened to loose most of her powers, save for the exception of her Bullet Arts and most of her superhuman abilities. While she is unable to summon Infernal Demons into battle, on the bright side, at least she isn't forced to kill Angels everyday so she can stay alive. Now she tries to not only find a way out of this place, but also to regain her lost powers as well... by any means necessary of course.

The bullet arts efficiency with any weapon will only apply to those coming from Bayonetta's own universe. In addition her superstrength needs to be scaled back somewhat as it still lends itself to being a bit overpowered. She can pick up a house. She can still have strength beyond that of normal humans but she can't have Superman level strength if you get where I'm coming from. Other than those two things she is good to go. You can add her to your post in the Character Tab. Can fire up to 6 shells before it needs to be reloaded. More powerful than a regular shotgun, and small enough to carry around comfortably. However, at medium range, the accuracy decreases considerably. At long ranges, you'd be lucky to hit the broad side of a barn with this. -Pistol: a small sidearm with a 12-round magazine. Nothing special about it. -Bonk! Atomic Punch: an energy drink that uses irradiated water. When consumed, Scout's body will be able to escape many, if not all, types of harm for 8 seconds, although it will not allow him to attack back either. Exactly how this is achieved is unknown. -Baseball Bat: an aluminum baseball bat that Scout effortlessly wields with one arm. Abilities: -Speed: Scout is very noticeably faster than any other member of his team, though it is still within regular human limits. -Double Jump: Scout is capable of jumping in mid air, granting him great mobility. Weaknesses and Limitations: -Scout has great mobility and decent attack power, but there is the fact that Scout is quite fragile. There are many hazards that can take away a sizable chunk of Scout's health, if not outright kill him. -Scout is best at dealing damage at close range. At any other range, his damage dealt decreases considerably. Personality: Scout is very proud and very boastful. He does almost everything with enthusiasm, and believes he's better than most, if not all, of his teammates. Rarely does he take anything seriously, at least until it affects him directly. Scout also believes himself to be "great with girls", though there is significant evidence to contradict this. Backstory: Scout, born in Boston, Massachusetts, is the lastborn of a group of 7 older brothers. Much of his life revolved around fighting on the streets of the south side of Boston. Unfortunately for him, fights were usually over before he arrived, so he trained himself to run faster than any of his brothers, resulting in him being able to be the first to arrive in any confrontation. Life continued on, and eventually Scout left home. After an indeterminate amount of time, Scout was hired by one of the Mann brothers to steal the other brother's share of land. Scout he been through many missions after this and gone through many adventures. He has been sent to jail on more than one occasion, and experienced much in his time, including killing a questionably insane man called Old Nick during Christmastime.

-Bonk!
I'm going to need some more information on this. Exactly how does it function in game? We'll figure out something to make it work since right now it sounds a bit too copied directly from the wiki which in this setting looks too much like magic for a guy coming from a modern day warfare game. And while Hildibrand may be a novice in swordsmanship, his unpredictability, and sheer determination more than make up for it...! It's the thought that counts! Hildibrand Manderville can soak up unearthly amounts of pain and damage from his opponent, he isn't invincible, but dear god can he take heavy amounts of punishment with but a scratch! Such a Gentleman! Being able to survive explosions, resist zombification, , poison, magic, Stabs, slashes, earthquakes and even the force of a meteor! How one survives such attacks? Only a Manderville knows!
https://youtu.be/NjkW6oehhv0?t=6m28s
(Hildibrand is pretty much a highly protective character, he can attack but he sucks at it, primarily for defending others, a tanky build is his main forte, very low attack, high defense and mobility)
Weaknesses and Limitations: Rather dimwitted: While he may be an investigator, he is rather stupid when it comes to anything involving detective work, and thus, puts his intelligence into question. Thus, he finds himself the butt of the joke at times, falling into simple traps and falling for the most ridiculous of disguises. Weak at fighting/combat: Indeed, with an endurance of steel, Hildibrand WOULD be a powerful fighter... if he could fight worth his salt. He cannot, and indeed, is terrible at the sort. He's a Gentleman, not a fighter! But he WILL try! Personality: Hildibrands personally can be summarized as a slapstick dimwit, who's stupidity can be instantaneously recognized by even some of the less brightest of people, offering his services for cases already solved and when investigating cases, he is completely incompetent. That isn't to say he isn't a good man, in fact, hildibrand is an incredibly noble, kind and honest gentleman, who seeks only to protect those who are less fortunate than himself and who have no hope, somehow, this buffoon of a "detective" with his clumsy nature, witless words and comical attitude gets the job done every time, some say luck, some say it's just the powers of a Manderville Man! Always seeking to protect a lady or innocents anywhere he goes, he will put himself in harms way selflessly to preserve the lives of those he seeks to protect, while asking hardly anything in return, a strong sense of justice radiates off his magnificent, beautiful being, his teeth shine with the truth of man, his eyes gaze with that... of a Manderville Man! Doing whatever a Manerville can! From the corners of Coerthas to Thanalan, He is A Mander-Mander-Manderville Man! Backstory: Much of Hildabrands backstory is shrouded in a veil... of MYSTERY! Born between the loving father Godbert Manderville and mother Julyan, two extraordinary beings, with power so strong they were mistaken for beings of another planet, their genes passed down managed to strengthen Hildibrand to become the pain taking machine he is today, while missing out on both his mothers brains and his fathers ungodly strength, he was left with a durable form, and with it, since he was born into an incredibly rich and prosperous family in the most richest city on Eorzea, he wanted to bring justice to those who could never receive it. Being rich only gave you so much, But Hildibrand threw his royal and noble title away, and decided to become a simple Gentleman, and inspector, a fighter for JUSTICE! Hildibrands story would take him on exciting adventures, fighting alongside the Heroes of Light to stop a plot to zombify the entirety of Ul'dahn, he fought alongside the Hero of Light against foes such as Typhoon, Ultros and Gilgamesh, the arms thief of many weapons! ... And arms! Near the end of his wonderful journey, and by accident, his words unlocked the power behind the Treaty Blade, and with its power, Manderville Hildibrand SHOT like a bullet to the sky! Vanishing before the stars where he landed in the snowy lands of Ishgard! What happens now? FIND OUT NEXT TIME ON - HILDIBRAND: AGENT OF INQUIRY! Entry Point: Happily strolling through the streets of Ishgard in FF XIV.

Normally I would find problems with his near invulnerability but as it is offset by his complete inability to do basically anything else of use I'll let it pass. I find myself sort of hating this character for his foolishness which should make a decent foil for Terra. We'll see how this plays out.

Name: Gaige the Mechromancer Gender: Female Age: 17 Game: Borderlands 2 Appearance: Equipment:

Storage Deck - A highly advanced inventory system developed in the distant future, storage decks allow physical objects to be compressed into computer data and stored on a massive mobile hard drive, and reconstructed (or “digistructed” if you will) back into reality at the user’s demand. Currently Gaige’s storage deck can contain up with 12 objects.
Maliwan Lightning SMG - A submachine gun manufactured by Maliwan, it doesn’t shoot traditional “bullets,” but converts live ammunition loaded into lightning shocks, dealing out energy based damage. Each magazine holds 22 rounds and it has a fire rate of 3.2/sec.
Jakobs revolver - If it took more than one shot, you weren’t using a Jakobs! This sleek hand revolver holds a standard 6 shots, is powerful enough to puncture most metal armor plating,, fires as quickly as the user can pull the trigger, and the grip is made of a beautiful wood finish.
TORGUE Shotgun - Highly inaccurate and only able to hold two shells before needing to be reloaded, this shotgun does the one thing that all TORGUE guns excel at: THE BULLETS *BLEEP*ING EXPLODE!
Maliwan Fiery Spike Shield - It’s dangerous for a teenage girl to roam around the horrible bullet-riddled, monster infested, bandit occupied, everything-trying-to-murder-you surface of Pandora. That’s why Gaige has a personal energy shield manufactured by Maliwan! It can take a fair amount of abuse before failing, and in that event Gaige just needs to get out of the heat of combat for a bit to let it recharge! Oh, and anybody that tries to melee Gaige while the shield is still active gets set on fire! WOO!
Dahl ECHO HUD - This nifty device, created by the Dahl Corporation, gives a heads-up display for Gaige, detailing all manner of things that’s good to keep in mind at all times. It provides a compass so she always knows where she’s going, displays her shield’s current strength, keeps track of ammunition, allows access to a map (automatically filled in as the terrain is explored), provides a journal (both audio and written), can interface with similar technology, and helps her to be more aware of her surroundings in general.
D374-TP “Deathtrap” - A robot hand-built by Gaige to act as a “bully deterrent,” Deathtrap is about 6 feet tall, but floats at about an imposing 8 feet with its anti-grav propulsion system. Highly protective of Gaige, this synthetic creature looking to be cobbled together from spare parts and rust will defend its mistress and her friends to the last electric surge in its wiring. Outfitted with some truly impressive weaponry, which include digistruct claws able to tear apart flesh like a hot knife through butter, a highly inaccurate lightning bolt projector, and a shield regenerator, Deathtrap’s main failing is its low power supply, meaning that the majority of the time it has to be stored in Gaige’s personal storage deck and power beacon. When Deathtrap is unleashed, expect Hell to follow.
Abilities:

Gadgeteer Genius - See Deathtrap? Gaige designed and built that. By herself. In her father’s garage. As a school science fair project. And it was meant to deter bullies. Needless to say, Gaige works miracles with machines.
Cybernetic - Gaige is, in only the loosest of terms, a cyborg. She accidentally cut her arm with a saw one day and figured, “Why bother wasting a healing hypo?” and lopped the rest of it off. She then built a robotic replacement, which contains Deathtrap’s personal digistruct beacon and storage deck. While the arm is strong enough to smash concrete, it’s not made with the same durability in mind, so it’s somewhat fragile. It also can’t interface with any technology, seeing as it’s only a prosthetic.
ANARCHY!!!! - The longer she’s in a fight, the more fervent and, dare I say, insane Gaige gets. Once she’s fired off enough bullets, she changes from a chipper, somewhat hyper girl, into a hysterical machine of death. As she gradually slips down this path, her bullets, for whatever reason, fire off with greater and greater force, until eventually a single shot that normally wouldn’t scratch an alpha skaag becomes powerful enough to outright slay a rakk hive. That is, if she can actually hit something.
Weaknesses and Limitations:

Only Human - Gaige is, for all intents and purposes, a normal human teenage girl. Take away her equipment, and she’s only somewhat more athletic than your average fit 17 year old, quite squishy, and easily killable.
Excitable Temper - Gaige is a bit hyperactive and passionate about everything she does and says. This includes her temper, so she can be easily angered if the right buttons are pressed (top of the list being bullies, stealing ideas, corrupt authority, or being that stupid bitchface Marcie Holloway). Naturally, this can lead to rash decisions and big mistakes.
ANARCHY!!! - As Gaige’s battle lust grows, and her power swells, her aim suffers. At first it’s hardly noticeable, but at its worst the bullets she fires completely defy all known laws of physics, sometimes by firing behind her altogether!
Personality: Energetic, determined, passionate, highly intelligent, and anti-authoritarian are the key words to describe Gaige. She’s well educated on current events, and while she’s a bit of a social shut in, this hasn’t stopped her from broadcasting her own ECHO cast show (which has spiked in subscribers ever since Deathtrap killed that stupid bitchface Marcie Holloway and she was forced to stow away to Pandora!). It’s not that Gaige is a natural introvert per say, just that her interests generally keep her away from groups of people. She takes a strong dislike of anybody abusing others, whether this be bullies, or the entitled taking advantage of their power and positions. If you’re in a position to stop this sort of injustice, and you aren’t, then you’re just as bad in her eyes. FIGHT THE POWER! ANARCHY FOREVER! Because she has such mature interests and takes such a stance on intergalactic politics, Gaige is quick in an attempt to prove that she’s a “mature” woman so that her opinions aren’t just swept aside as the naive beliefs of some teenaged kid. Despite this, she is very much still a young girl, and enjoys a number of things you would expect her too, such as cute things and hot cocoa. Backstory: Raised on Eden-6 by a loving and understanding father, it was quite apparent from early on that Gaige had a natural knack for technology and engineering. Life was comfortable and nice, but even in the distant future among other solar systems and galaxies there is one constant in life that will never really go away: high school life sucks. It especially sucks when you have rich stuck up whore bitch-faces like Marcie Holloway always acting superior and smug in your face. Whatever, Marcie doesn’t know anything. The only reason she’s even in this school is because her father has more money than God. Oh, sorry, tangent. Anyway, Marcie inspired Gaige’s next science fair project: an anti-bullying robot! Enter Deathtrap, or as it was simply known back then, DT. Gaige spent many hours designing and building DT in her makeshift workshop based in her father’s garage, at one point accidentally cutting her arm, then deciding to slice it off entirely to replace with a robotic prosthetic she designed (no big deal, though dad kept throwing up, hahaha). Anyway, when all was said and done, DT was finished and he was glorious! That’s exactly why Marcie decided to steal his design, made an imperfect replica, and had her rich as sin dad bribe the judges to give her first place while Gaige was dropped down to, wait for it, THIRD! THIRD PLACE for DT, while Marcie’s stolen and barely functional version won! Not only that, but Marcie immediately sold the design to the planet’s incredibly corrupt police force! The injustice! Gaige couldn’t let that stand, so she confronted Marcie about it, and what did Marcie do? She shoved Gaige! She had the gall to shove the girl she had stolen from and cheated! This activated DT’s anti-bullying protocols, so he went over to make Marcie leave Gaige alone with a little swipe of his digistruct claws. No biggie, just a warning, ya know? Unfortunately Marcie kinda… Um… Exploded. Yeah. So because DT was a little too zealous in his programming, Gaige was escorted to the principal’s office and expelled, expelled! Can you believe it? Gaige was the real victim here! And to top it off, those same corrupt police were going to arrest her! Gaige did the only sensible thing she could do. After her father caused a distraction with a golf cart and a bunch of gasoline (go dad!) she stowed away on a transport ship off planet, headed for Pandora. Gaige headed right for the thick of it all, the most dangerous charted planet known to mankind. She was going to be a vault hunter! And Deathtrap was gonna help, too. Entry Point: Handsome Jack has been thoroughly murderized and the Destroyer destroyed. Gaige and her friends recently got word of a large stash of pirate booty out in the sands...

I suddenly want to play this game. In any case Deathtrap has to go. I'm sure he's very important to Gaige but he's a little... over zealous for just starting out. You can keep all her guns and other equipment however. Wouldn't want to leave her completely defenseless. I'm a little worried about Gaige's Anarchy mode but for the moment I'll leave it alone see how it functions in the field. As of the Virus Event Deathtrap is gone. This could be a character thing for her as she wishes to locate him or given time and materials she could build a new one. In any case make a note of the fact that he'll be gone by the start of the RP and you are good to place her in the character tab.
2. Techniques in the real-world sense. A front kick is a technique. Do you want me to list his entire command list because they essentially break down to combos. The stuff outside of that is already listed. As for his other ninpo, they aren't listed because he won't be using them. Just the starting one.
That won't be necessary but you should list any specialized fighting moves or combos that would be specific to him. Also phrase it a little different so that it doesn't sound like he's harboring 1001 secret ninja techniques for any situation.
3. He's a human. What can kill a human? Bullets, knives, 500 or so pounds of force to his skull. What can a human not do? A lot of things. He can't fly. He can't lift a truck over his head. What could kill Batman, or James Bond, or any human character? The reason no one has been able to inflict a lethal wound on him in his games is plot armor.
Nothing kills Batman, ever. He has the most supreme and unbeatable superpower in the cosmos, money. But besides that I'm looking for weaknesses and limitations specific to Ryu. Maybe he's rash and so goes into combat too readily putting himself in needless danger. His powers make him arrogant. His muscle mass makes him slower than smaller fighters. Something that would give someone else an edge against him specifically in a fight cause as right now his Weaknesses and Limitations section praises his ultimate skills more than it does tell us how they are fallible. With the rare exception of some non human characters everyone is vulnerable to standard weaknesses of anatomy. I don't need you to tell me what can kill a human. I want to know what can best Ryu specifically.
