Due to the World Government's "unawareness" of the still existing slavery despite "abolishing" it long ago, it still existed due to the World Nobles, any form of Justice that the Marine's claimed to have started to become somewhat hypocritical since slavery and its practices are ultimately the antithesis of justice.

As a further sign of hypocrisy, the Government is fully willing to recruit powerful and influential criminals (specifically pirates) to become their allies, namely the Shichibukai. The government pardons all the past crimes committed by these pirates, along with any other criminals who work directly under these pirates, and would allow them to keep committing more crimes to a certain extent, willing to overlook certain things simply to maintain their hold on society's faith in the strength of "justice".

Thus, the Djinn-13 crew toke it upon them to bring to justice what the World Government has decided to overlook.
