Well, when she transmutes something, they take on the appearance of whatever they are transmuted into. They also have the physical attriubutes of said thing, so if Ms. Muffins II became a dragon, she probably wouldn't be able to breathe fire (without the right hex/spell cast on her) but she would be able to fly and whip her tail or whatever.
