Between the mask and the heavy clothes there's no real indication what Phone Freak's gender is one way or the other. I mean, she doesn't   have some rolled up socks stuffed down the front of her trousers but from all outward indications she might just be an actual robot. 

"Secret Identity" is a concept she takes very seriously.
