Personality: Surprisingly wise-cracking and confident for his dark upbringing Leo finds light in dark situations. Whatever it takes to achieve the greater good is what Leo is willing to do. Whether it's abuse his body or mind or kill another human, justice is all that matters to him. This is something he learned from HYDRA he actually kept, he is merely a pawn for a greater cause in all situations. However even with his rehab (that he still attends daily) Leo can be triggered into a rage by certain phrases. One of the things HYDRA was able to put into his subconscious was triggers to induce furious rampages. While SHIELD doesn't know of these trigger words specifically they know they exist.

HYDRA during WW2, in an independent project attempted to create their own super-soldier in a project only a few select individuals knew about. The project named NEMEAN for the Lion Hercules battled in his first labor. The soldier was created using DNA from Red Skull himself and Julia Koenig (Warrior Woman). Grown in a test tube what emerged was a child with limitless lethal potential.

At age 8 the project took a dark turn, typical hypnosis wasn't working on the boy. Due to a side-effect from the super-soldier serum. The scientists raising him up to that point began trying to control the boy through logical methods. Such as reading the boy Mein Kampf, and trying to trigger his potentially evil genes. It was at this same time they started installing discipline in the boy through The Hand. They had brought in outside help to train the boy in martial arts and various weapon use. 

At age 10 they gave the boy an identity, Leo, very fitting for the project. His first encounter with Red Skull went as well as could be hoped. In a sparring match with the boy Red Skull resorted to pummeling the child after being humiliated in fair combat. Leo never forgot the experience. Even without knowing he was his biological father he was drawn to Johann and requested to get accounts on all the man did thereafter.

When his idol fell to the hands of Captain America, Leo began taking his training more seriously. The HYDRA division that still stood intensified training finding more outlets than just The Hand and themselves to train Leo. It was at this time in his life he began taking a special liking to the bow. He had one custom made that had a custom draw weight of 275 lbs, and he began training more exclusively with the bow. 

When Leo became 18 he had a total of 77 confirmed kills with his bow alone. All of them officers for the allies, however before his latest and greatest mission to assassinate Nick Fury Baron Wolfgang Von Strucker stepped in. Seeing Leo as a threat to his revenge and redemption he had the young man frozen in cryo-stasis. However quickly after the decision to freeze him was made the Baron's plans were thwarted leaving Leo abandoned in a forgotten lab. Without aging a day he remained there for nearly 70 years.

SHIELD discovered the abandoned base and was able to successfully defrost Leo, who due to the primitivity of the containment had no recollection of his HYDRA mission to assassinate Fury. He only remembered being in HYDRA and the beliefs instilled in him. Due to their being no hypnosis, it was easy to make him see the error of his ways. After going through rehabilitation similar to what Steve Rogers went through he was able to adjust the best he could to society. Even with the soulless genes instilled in him Leo still had no heart for hurting people, he was just doing what he thought was for the greater good during his original time.Leo was assigned the alias "The Scarlet Arrow" by SHIELD operatives, it seemed fitting due to his attire and skills.
