[@DFTBA] Oh yeah that should be fine. Add in that part and make one further thing clear. If his powers are based on magic do they affect all abilities or just magic powers? Can he also get the skills of Gifted NPCs and PCs? Clear that up and consider the character accepted. 

[@EkkoRhodes] The PCs are all from different countries but this is almost immediately after the Nagoya incident. So everyone is in the vicinity of Japan at the moment. And it's up to the Splinter players to decide a name.
