We could have all the Mals be suddenly woken up in the middle of night by the police, stripped of their possessions, and herded into the Prison/Education Facility where they will be explained the details. What they'll do, what's expected, that kind of nothing. So like the reaping ceremony, but just a bit more sneaky. 

It'll answer a lot questions new comers have, and it'll help people integrate themselves into the story better.
