[@Mr Allen J] What I'm getting out of it is similar to one of the classes for my tabletop game, the Voidcaster. Essentially, just being near her is like trying to use a radio near a powerful signal jammer. She would have to focus on lowering the field before others near her would be able to use their abilities.

It's up to you, dude. I think it would be difficult to fairly police an ability like that.
