It's not too dissimilar to Brockton Bay, but there are some key differences since this is several years before the start of the story. Denver has a local Protectorate team of 5 capes, along with a contingent of PRT meant to handle the greater Colorado area. Since the Birdcage is located in an undisclosed location in the Rocky Mountains, PRT presence is a bit heavy for the purpose of prisoner transports. More info will follow on the local PRT director and the Protectorate team posted here. Also, since Leviathan will have only recently sunk Newfoundland, Dragon isn't a publicly known hero yet, though she has at this point invented containment foam and given the formula to the PRT. So it's something of a new addition to their arsenal.
