You may really need to work on your consistency here.

If you feel owning rocket artillery is OP then you may want to read the unit profiles in the characters page. Hell, historically rocket artillery were inferior to cannons and only used because they were much easier to carry to the battlefield.
I think you confuse the Hwacha with a modern MLRS.
