Well, my thoughts for this are simple. Where? Rather than one of the various US commonwealths/wastelands, we'll be doing various. Sometime after Fallout 4 (Maybe three years.). Who? Various factions, maybe people can even be from/apart of the Enclave! One thing is for certain, I'll be bringing in canceled Fallout games factions. As for the what? I dunno.
