If I had to guess? Liferusher's Aya is a pretty decent target to annoy
Cheika might be another but currently she is in a Knights HQ building. Not sure how you would get in.
The easiest to find and annoy might be my Vesta. Since she is kinda just standing in the middle of a disturbance in the street it would seem XD
You might be able to annoy Blanc as well with your character....but she is also kinda standing next to Vesta XD
Avery would play along and he is with Aya in a tavern, not sure if Kyojin, Khondo, Daisuke or Dante would be too annoyed by him however.
