I have thought some more, and I realise how Razor could work. I neglected to mention another feature of Kinetic Cores which makes kinetic shields work: they can in effect make a region semi-solid. The beam through which the diamond dust travels not only propels the diamond dust, but also has a similar effect to a kinetic shield, making it somewhat solid, thus holding the diamond dust in place like the blade of a saw. As such, it could work.
