Maybe he has some vested interest in the shitholes that either party are currently going. Example: got caught in the forest fires and is now trying to stop it because FUCK DRYADS. Alternatively, maybe he was in a shipwreck near the location of the Dwemer ruins and fell into a sinkhole that left him in the ruins, fortuitously at the time when the main party arrived.
