If that's what he meant, then allow me to re-state what is already stated. He can only use it on a maximum of three bodies at any one time. One of the three spots is already taken by his dead (and now resurrected) wife. The other two were likely going to be occupied by his two currently dead sons. This would make reviving anyone else an even more difficult choice for him, as he would basically have to kill one of his family members. 

In addition, he isn't going to Kabuto all over the RP and revive everyone who ever shit out something neat.
