The idea of the infernal deal comes from old Irish and Welsh stories (it was transplanted onto demons when the Christian Church became dominant and wanted to discourage the practice of older faiths). A fae pactmaker would be less a type of a fae and more their occupation. Though making deals and collecting favors would be a way of life in the fae realm it is not inconceivable that someone would use it to make their primary living. It wouldn't require a special type of fae as words are binding and promises must be upheld. Think of it like this, Rumpelstiltskin is the modern version of an old faery story.
