Evidently you have. The Specialist roles are firmly defined in the list of available roles and none of them use a rocket launcher in their line of work. The Chastener does not use it as a tool of torture, I should think, and I doubt the Verispex Adept has any use for it during a crime scene investigation, etc etc. Specialist gear is not a catch-all term that refers to anything not covered by the primary, secondary or tertiary equipment lists, it is the gear necessary for the Specialist [i]roles[/i] to carry out their duties. The little blurbs of information next to each Specialist role outline what kind of gear that can be.

And seriously, what does a [i]law enforcement officer[/i] need a rocket launcher for? This is a Hive World, not a warzone.
