Hating government and hating the people in government aren't the same thing.  Also, he sees himself as a hero, so he won't use violence unless he feels it's justified by the situation.  Hence why he tried to talk down Superman and ordered that none of the Justice League were to be killed.

The idea behind modern day Anarcho-capitalism is that the government is basically mafia-lite.  They take over an area, force you to follow their rules using violence and threats of violence, and demand protection money in the form of taxes.  Unlike mafias, however, they give you the illusion of freedom by letting you vote on things that don't really matter that much.
