I think we need another villain with dubious plans.

Name: Araki Daisuke
Age: 16
Gender: Male
Appearance:
Personality: One can consider Daisuke to be free-spirited and carefree, but his mind is like a steel trap. Behind his friendly and outgoing nature he hides his ruthless and bloodthirsty tendencies. His ambition for power is almost like greed and Daisuke wouldn't think twice to kill anyone who gets in his way. He's almost bipolar in this sense as he will transition between his nice-guy and cold-blooded killer attitudes on the drop of a hat. Though he is quite good at masking his evil aspirations and can act quite nicely. His ability to persuade people through charm and charisma is perhaps his most dangerous quality as nobody would expect someone like Daisuke to be so vicious. He is eccentric to a fault, being prone to melodramatics in an almost endearing fashion. All of it is a facade, a means to an end. At the end of the day Daisuke is willing to behave exactly as he needs to in order to achieve his desires. He does have one particular pet peeve about his appearance, being quick to take offense to any attacks against his masculinity.
Equipment: While Daisuke doesn't carry any real weapons on him, he does keep a small pouch of ball bearings on his hip. He also has a money pouch which only ever contains coins, keeping no paper yen.
Abilities: Daisuke has the unique ability to make things spin telekinetically. If he has touched something, limited only to non-living and complete objects, he can make it rotate at his will. Not only does he control the speed, direction, and other properties of rotation but he can maintain or change these properties even after he is no longer touching the object. He has had plenty of practice with the physics of this power, allowing Daisuke to make great use of things such as the Magnus Effect. He can turn any small object into a weapon by spinning it in place to build up great speed before launching it at a target, almost like a knock-off version of a railgun. Perhaps most impressively he can spin the air around him, using this as a barrier or enhancing his physical attacks (though he cannot apply Spin to anyone he hits by doing this as it is the air hitting them rather than his body, so there is no direct contact). He can only control the spin of a target he has touched up to thirty seconds after he last touched it. Daisuke refers to this power as "Spin" though it would technically be classified as telekinesis.
Skills: Despite all appearances, Daisuke has plenty of marketable skills. He can play guitar, perform complicated math equations, cook, clean, and is even incredibly good at persuasion. Of course he is also very skilled in marksmanship (using his Spin power) and an expert in Judo and Karate. It's worth noting that he has some degree of leadership skills.
Brief Backstory: Nobody really knows where Daisuke came from. He simply appeared in the Tokyo area less than a year ago and there are no medical or police records that match the name he uses. He claimed to be fifteen at the time but he attended no school. Rather, he began a campaign of crime. He started by recruiting other teenagers to his gang though he quickly expanded influence after a few displays of power. No longer a schoolyard gang, Daisuke now has plenty of adults among his ranks. While this "gang" has no official name it isn't difficult to associate them without one. Daisuke hasn't made his goals apparent though many who know him simply suspect that he has a desire to control others and wants to become powerful. Whether that is the case or if his true intentions are more malicious is yet to be seen. All that the Tokyo police know now is that a gang appeared out of nowhere and has been peddling drugs, and that their leader is rumored to be a psychic. Only recently has this organization been labelled as the Araki Gang though there is no concrete evidence that Daisuke himself has had a hand in any of the crimes they've committed. Hell, there isn't even concrete evidence that Daisuke is the one in charge. He has been making progress toward his immediate goal of overtaking the Yakuza and becoming the premier king of crime in Tokyo, but that is merely the first step of Daisuke's scheme...
