Provided the missing background material is finished by that time, the OoC should be up within a few days.

If you're still interested, we're wondering what factions you wish to make characters within, as that will provide us with a clearer idea of how many members each faction has.

Note that even if you should find out that you're too busy right now, there is always room for joining at a later point, though there may be somewhat more restrictions on factions at that point (the story will clarify needs as it grows).
