[@Kymera] I took some time to think about that suggesting. I'm kind of wary about adding more stipulations/descriptions/limitations to the list since it's already so intensive. I could rationalize [i]not[/i] adding regulations as "common sense among the population of Hoenn." I would also think there would be technologies that would be common as to alert Rangers to individuals in danger. (The Gauntlets are specifically for Trainers)
The other thing is that Hoenn is quite connected to its environment and the general population would probably have a better sense of wilderness survival skills than those from other Regions. 
However, if I were to add a restriction to Routes (which I, inherently like the idea of, despite my argument against it) would be # of badges, or something. Like Lv. 4 you need at least 6 badges, Lv. 5 you need at least 12 (I don't believe Lvs. 1-3 would need restrictions). 

[@Xan the G] Well, the previous two posters described afternoon/evening and rain. And I had previously decided that the first poster would determine the time of day/season/weather that the others would have to follow. Regardless, it's not a big deal. If you're unsure in the future, just ask. ^^
