Vienna would be survivable, although most of Austria would be displaced into Hungary. 

It's in that weird place between being too far north to survive and being too close to the mountains, but it's not gonna COMPLETELY freeze over.

Edit: They also have the bit of coastline in the Mediterranean, so that's a plus. The Austria-Hungarian empire would be pretty big, because they're sheltered by coastal Europe.
