Ehhh, kind of in between both
Like, the only color that changes on him when he goes shark is his neck, back, and feet, which change to look more sharky (i.e. A fin like a shark's grows on his back, slit-like gills appear on his neck, and his feet are webbed)
But the rest of him is just human, like his face doesn't really change to look more like a shark's. He does have sharp teeth.
